The homeless shelter in Happy Valley-Goose Bay had expected to have been open for homeless residents to move in by early 2016, but will now be delayed.
Morley Linstead is the Director of Policy Research and Monitoring with Newfoundland and Labrador Housing.
Linstead says that there are a lot more things they have to work on yet for the shelter to become safe for homeless people to live in.
He says the shelter will be located in the center of town, close to all the facilities that the homeless can benefit from.
He also says that they are looking to house 8 homeless people in particular.
